The IWH`s objective - as defined in its charter - is to "observe and analyse economic activities in Germany and abroad". With its analysis, the institute assists public administration, scientific research, and the economy in developing opinions on economic issues; particularly, it generates the basis for economic policy decisions. The IWH has always had the transformation of the eastern German economy as the focus of its research activity. Yet the more general problems facing European development as a whole have become more pressing and the scope of IWH research has broadened in recent years to take these issues on board. Important here is the issue of the convergence of economic areas with below-average economic performance. Economic disparities can be seen between eastern Germany and western Germany and between the central and eastern European accession candidates and the present members of the European Union. Convergence through the gradual abolition of these disparities will remain a key political-economic challenge over the course of the next decade. Two areas of particular interest to the IWH are concerned with a pronounced structural change and, hence, a considerable need to shape events. These are:
- Revolutionary changes in the labor market
- The local economy and the federal state under pressure to adapt
